Felonies

Patricia G. Harbaugh, 38, Carlinville, has been charged with burglary in connection with an April 18 incident in which she allegedly entered an individual’s 1996 Chevrolet minivan with the intent to commit a theft.

Frank J. Innis Jr., 23, Virden, has been charged with unlawful failure to register as a sex offender in connection with an April 8 incident in which he allegedly failed to update his address with the Virden Police Department within seven days after registering as homeless.

Ricky A. Starr, now 37, Litchfield, has been charged with meth possession (less than five grams) in connection with an April 30 incident.

Travis J. Bramley, 34, Modesto, has been charged with unlawful possession of meth (less than five grams) in connection with a May 8 incident.

Michael Mitchell, 52, Gary, Ind., has been charged with aggravated unlawful use of weapons in connection with a May 6 incident in which he allegedly knowingly carried in his vehicle an uncased and loaded HiPoint 9mm pistol that was immediately accessible and did not have a valid license under the Firearm Concealed Carry Act. He was also charged with driving 15-20 mph above the limit (86 mph in a 70 mph zone).

Joshua J. Hall, 38, St. Louis, Mo., has been charged with possession of weapon by a felon in connection with a May 8 incident in which he allegedly possessed a HiPoint CF380 pistol. He was also charged with driving while license revoked, operating an uninsured motor vehicle, use of an electronic communication device while driving and operation of a vehicle with registration covers.

Theodore M. Holmes, 46, Palmyra, has been charged with unlawful possession of meth (less than five grams) in connection with an April 30 incident.

Edward R. Vincent III, 27, Carlinville, has been charged with retail theft in connection with an April 14 incident in which he allegedly took a cell phone valued at less than $300 from Carlinville Walmart.

Gary G. Loveless, 59, Carlinville, has been charged with participating in meth manufacturing in connection with a May 11 incident in which he allegedly participated in the manufacturing of less than 15 grams of meth.

Leland T. Scoggins, 32, Bunker Hill, has been charged with obstructing justice in connection with a May 12 incident in which he allegedly knowingly destroyed physical evidence in that he tossed a capsule of heroin that he had in his possession from a truck window.

Joshua M. Burney, 26, Bunker Hill, has been charged with unlawful possession of a controlled substance (less than 15 trams of heroin) in connection with a May 12 incident.

Misdemeanors

Jacob T. Laughlin, 36, Benld, has been charged with unlawful visitation or parenting time interference in connection with an April 14 incident.

Cody A. Moore, 29, Palmyra, has been charged with domestic battery in connection with a May 6 incident in which he allegedly struck an individual in the face with his hand.

Danny A. Doty, 37, Benld, has been charged with resisting a peace officer in connection with a May 5 incident in which he allegedly pulled away from an officer and refused to allow the officer to place handcuffs on him.

Heather M. Jackson, 27, Williamson, has been charged with domestic battery in connection with a May 8 incident in which she allegedly struck an individual in the face with a closed fist.

Creshondra L. Davis, 27, Peoria, has been charged with unlawful possession of cannabis (more than 30 grams but less than 100 grams) in connection with an April 20 incident.

Marina D. Hullings, 20, Montgomery City, Mo., has been charged with unlawful use of a weapon in connection with a March 27 incident in which she allegedly knowingly carried within a motor vehicle a Vipertek brand stun gun.

Andrayus N. Cross, 47, Staunton, has been charged with domestic battery in connection with a May 10 incident in which he allegedly struck an individual in the face with an open hand.

Susan A. Flynn, 43, Carlinville, has been charged with retail theft in connection with an April 24 incident in which she allegedly took hair coloring valued at less than $300 from Dollar General in Carlinville.

Kierstan D. Nettleton, 18, Carlinville, has been charged with retail theft in connection with a May 5 incident in which she allegedly took makeup valued at less than $500 from Carlinville Walmart.

Kristian J. Bottoms, 38, Carlinville, has been charged with criminal damage to property and unlawful use of weapon in connection with a may 11 incident in which he allegedly damaged an individual’s car tire by cutting a hole into it and possessed a knuckle-type weapon (brass knuckles).

Joseph J. Pocklington Jr., 38, Standard City, has been charged with criminal damage to property in connection with a May 10 incident in which he allegedly knowingly caused less than $500 damage to an individual’s land.

Charles M. Joslin, 64, Virden, has been charged with domestic battery in connection with a May 14 incident in which he allegedly struck an individual on the arm with an open hand.

DUIs

Rusty D. Manes, 33, Carlinville, has been charged with two counts of driving under the influence and one count of failure to reduce speed in connection with a May 2 incident in which he allegedly drove a maroon 2008 Harley Davidson on West Main at North West Street, Carlinville.

Robert J. Friedel, 55, Jerseyville, has been charged with two counts of driving under the influence and one count each of operating an uninsured motor vehicle, driving on a revoked license and illegal transportation of alcohol in connection with a May 10 incident in which he allegedly drove a white 2005 Chevrolet truck at Casey’s Gas Station on South Maple Street, Brighton.
